HOME ENERGY ASSISTANCE PROGRAM: HEAP is a federally funded program that issues heating benefits to supplement a household’s annual energy cost. The regular benefit component of the 2008-2009 Home Energy Assistance Program is now open. You can visit the New York State HEAP website to download and print an application. During this time, beneficiaries may change prescription drug plans, change Medicare Advantage plans, return to original Medicare or enroll in a Medicare Advantage plan for the first time.
